MoSES fully complies with SB 1950  (Proposed Hybrid Election Act)

MoSES is a A Hybrid Election System that will ensure the secrecy and sanctity of the ballot and all election, consolidation and transmission documents in order that the process shall be transparent and credible and that the results shall be fast, accurate and reflective of the genuine will of the people.

The Hybrid Election System shall be a combination of the automated election system and the manual election system to ensure transparency an credibility of the electoral processes.

Testing and Sealing Process

MoSES allows dynamic screen ballot face

  • Tablet contains database of ALL local and national candidates
  • Ballot face is created based on the location of tablets
  • Removes the current requirement of specific equipment assigned to a precinct 
  • Easy replacement of tablet if there is a malfunction

Election Day Initialization Process

Objectives of the election day initialization process are to ensure:

  • Tablets and precinct server have not been manipulated nor replaced
  • Tablet contains no pre existing ballots
  • Precinct server contains no existing ballots

Ballot Options

Ballot templates are printed by the National Printing Office 

Ballots do not have to match the tablets or assigned to a specific precinct.

  • Delivery mistakes are avoided
  • Choices of voters are printed by MoSES after the voters cast their votes
  • No pre-marking can happen (bar code will be added during printing on election day)
  • Added security details can be added in the ballot (i.e micro printing)

Canvassing Process

Uses the printed ballots in canvassing

Uses TARAS (Tally and Review Automated System)

  • Displays ballot image and provides ballot by ballot count
  • Provides greater confidence to the public

  • Automated counting which relieves pressure from BEI

Fraud Mitigation

Use of Seal and Server Codes

  • Reduces chance of tablets and precinct servers being tampered with or replaced after Testing and Sealing

Use of QR code

  • Imprints choices of voter, seal code, media access control address, date and time stamps

Additional security measures

  • Microprinting of candidates chosen (will appear as lines on ballot paper)
  • Use of special paper

Discrepancy checks during and after precinct canvassing

  • Compares printed ballot with stored images (via QR code)
  • Compares dates of first and last ballots cast with ballot images stored in precinct server
